2013 Energy Request for Proposals
San Diego Gas & Electric Company (SDG&E) is issuing this 2013 Request for Proposals (“RFP”) to reduce its forecasted immediate term open position over a multi-year horizon. SDG&E has established a soft target of 225 MW, and will seek no more than 450 MW of energy (or option equivalents). These targets were derived from the hedging plan established within SDG&E’s Long Term Procurement Plan (“LTPP”). This RFP solicits offers from owners and operators of all generating facilities, financial institutions, and wholesale power marketers.
SDG&E will seek near and immediate term products with delivery starting no earlier than July 1, 2013 and ending no later than December 31, 2017. SDG&E will seek volumes in 25 MW blocks from July 1, 2013 to December 31, 2017. SDG&E will seek to purchase from Respondents physical transactions for: fixed price energy, heat rate call options, or energy call options with delivery to SP-15.
Winning Respondents shall enter into a power purchase agreement in form of EEI Confirm and related Cover Sheet and Collateral Annex (Transaction Documents) without any significant modifications. New ISDA and WSPP agreements will not be considered for Offers submitted in response to this RFP.
SDG&E will entertain offers (“Offers”) from all wholesale power marketers with FERC granted market authority to transact within the California Independent System Operators (“CAISO”) balancing authority and which are a registered and approved Scheduling Coordinator (“SC”) or capable of entering into an Inter SC Trade (“IST”). The table below illustrates the list of acceptable product types.

Required Forms and Documents
Respondents may submit offers to this solicitation by submitting the forms listed below. Forms can be downloaded from the PowerAdvocate®. The failure to provide the required information may result in the offer being deemed non-conforming and may disqualify the offer from further consideration.
Respondents are allowed to submit a maximum of 325 Offers per product type (see Table 1 for list of acceptable product types). The forms listed below can be found on the PowerAdvocate® platform. Each Offer will be in increments of 25MW blocks (up to a total of 225 MW) for fixed price energy, heat rate call options, or energy call options with delivery to SP-15. A failure to provide all required information may result in the proposal being deemed non-conforming and may disqualify the proposal from further consideration.

Credit Application
Respondents will be required to download and complete the credit application located in the “1. Download Documents” Tab in PowerAdvocate®. Respondent must complete and submit one per legal entity by uploading the document on the “2. Upload Documents” Tab. A credit application will be required under all Transaction Documents where the Respondent is interested in applying for unsecured credit. If a Credit Application is not submitted, the Respondent would then be required to post 100% collateral to cover the credit exposure as determined in the Transaction Documents. Material changes to terms and conditions will render the Offer non-conforming and may disqualify the project from further consideration.
Redline forms of the Transaction Documents
Respondents will be required to download and redline the Transaction Documents located in the “1. Download Documents” Tab in PowerAdvocate®. Respondent must complete and submit one per legal entity by uploading the document on the “2. Upload Documents” Tab.
Participation Summary Form
Respondents will be required to download and complete the Participation Summary Form located in the “1. Download Documents” Tab in PowerAdvocate®. Respondent must complete and submit one per legal entity by uploading the document on the “2. Upload Documents” Tab.
Supplier Diversity Information
If the respondent is meets the GO-156 Certification requirements, the respondent shall upload a copy of certification documents received from the California Public Utilities Commission. An application can be made before submission of the Offer and referenced in the Offer.
The Credit Application, and Transaction Documents must be in Word or Word-compatible format (not in PDF). The Participation Summary Forms must be in Excel (.xls or .xlsx) format (not in PDF). The Pricing Offer Form must be submitted to PowerAdvocate® in the 5. Pricing Tab.

Pre-Bid Conference
SDG&E will hold one pre-bid conference via WebEx. The pre-bid conference will be on May 8, 2013. Any party interested in attending this pre-bid conference should register on the PowerAdvocate® site

Submitting Offers
Any party interested in submitting an Offer must register and receive access to the 2013 SDGE Energy RFP event on PowerAdvocate® in order to submit an Offer. All Offers must be uploaded to the PowerAdvocate® no later than 1:00 p.m., Pacific Prevailing Time, on the CLOSING DATE (see RFP Schedule). If Respondents encounter technical difficulties with the uploading process, they should provide evidence of such difficulties (e.g. a screen shot of the error message) and email the bid to:
